After the pandemic, many migrant laborers of the block were returned to villages with empty-hand in very adverse circumstances. That situation forced each civil society, community, and administration to think that such a situation should not happen again in the future, so it is necessary that the laborers of each village are identified and benefited through social protection schemes. Employment should be made available to them at the village level itself.
Keeping the above situation in mind, the Vaagdhara organization take initiative to track and benefit the laborers by coordinating with the district administration. The Vaagdhara organization discussed this burning issue and sensitizes the administration of Panchayat Samiti to bring positive changes in the condition of migrant laborers. It is very difficult to identify the exact number of laborers who need employment at which time and they migrate to which nearby cities or states every year to get employment. Hence the organization designed and introduce the Migrant register and proposed to update it at the Gram Panchayat level with the support of Rojgar Sahayak and ward members. The Rojgar Sahayak and ward members take responsibility for their ward and document the record in the migrant register. The Vaagdhara organization sensitized ward members during the Village Development and Child Rights Committee meetings and also provide training for maintaining records.
Apart from that, The organization also mobilize Sarpanch and block representatives on this issue at the block level, The Migrant Labor Register was made available to them and the record of migrant laborers in each gram panchayat was compiled in that. The Panchayat Samiti has prepared its work plan according to the findings of this initiative and started work keeping in mind the skills of these migrant workers.
The Vaagdhara organization convinces migrant workers and motivated them to develop and managed the resources available at the household and community levels. The Vaagdhara introduced them to Sustainable Integrated Farming System and help them to develop their farm plan, provide demonstrations related to animal husbandry, agroforestry, SIFS, crop demos, etc and linked with the flagship government schemes such as E Shramik Card, PMAY, social security schemes.
Besides that, with it, the help of Gram Panchayat initiate farm bunding, and stone bunding through the NREGA scheme, irrigation facilities were expanded so that the migrant families especially youth linked with agriculture and started farming. The Janjatiya Swaraj Sangthan members are also made advocacy efforts with the Panchayat Samiti's Block Development Officer Mr. Balveer Singh Chauhan and Panchayat Samiti member Mr. Subhash Tambolia, both officers also support us and said that it is our commitment to provide job opportunity to every community members of gram panchayat area and take an oath that "Every hand gets work". The JSS members keep vigilance over the village and discussed with the Panchayat Samiti members. They developed action plans for the village development in association with PRI's. As a result, in this financial year 2022-23, The Panchayat Samiti has given a sufficient amount of employment through labor works in villages under the MGNREGS.
The Panchayat Samiti implemented many works like Amrit Sarovar Yojana, Anicut Construction, Gravel Road, CC Road, Canal Cleaning, Category "B" and NRM-related work under NREGS. Due to this, a large number of jobs were created as well as assets at the village level. So far 3989 Lakhs INR have been completed, out of which Rs 2784 lakhs have been provided as wages to the laborers. More than 1100 families have also completed 100 days of employment. Mr. Chouhan also said "The migrant register helped us to determine the employment opportunity at present the farmers and laborers are also busy in the crop harvesting, due to which they have got a good amount of wages at the local level. Gradually farmers now have started coming to work on the NREGA site. We open work accordingly and it is our endeavor to provide employment to the maximum number of job card holders in every gram
panchayat to prevent migration from the village.
